In the face of an increasingly complex threat landscape, the Nordic countries must enhance societal resilience and preparedness to address challenges ranging from natural disasters, pandemics, disinformation, and transnational terrorism to conventional inter-state war. Rooted in decades of planning and cooperation across government, private sector, civil society, and individual citizens, “the Finnish model” of comprehensive security provides a framework to ensure that, in times of crisis, the whole of society can be rapidly mobilised to respond effectively — whether the threat is military or non-military in nature.
