Quantum technologies and AI are reshaping competitiveness globally. Europe is falling behind the U.S. and China in AI and quantum, where global venture investment in quantum alone doubled in 2025 to 25 bn DKK. Europe has talent, science, innovation and ambition, yet its tech and infrastructure are largely controlled by others. While other regions scale fast, Europe struggles with fragmented markets, slow, restrictive regulation, risk capital, and a weak demand to scale new technologies. Can a modern economy afford not to engage in a technological race reshaping resilience, global competitiveness, and future prosperity? What strategic priorities are needed to transform world-class science into competitive companies and sovereign capabilities in AI and quantum? How can Europe mobilize long-term, risk-tolerant capital at scale, align regulation with innovation and cross-border scaling, activate demand, and what role should the Nordics play in advancing this agenda?
